PIERRE-RICHARD ST. HILAIRE

Pierre-Richard St. Hilaire is the Resident Agent for the American Friends of the Kigali Public Library.

Since May 1999, Mr. St. Hilaire has served as a Trial Attorney in the Counterterrorism Section of the U.S. Department of Justice Criminal Division. In this capacity, among other things, Mr. St. Hilaire investigates and prosecutes international and domestic terrorism cases, as well as cases involving torture, war crimes, and genocide. From September 2000 - April 2002, Mr. St. Hilaire served as the U.S. Resident Legal Advisor to Rwanda, through which he designed and implemented the United States' Rule of Law program in Rwanda, aimed at strengthening the capacity of the Rwandan Government's Office of the Prosecutor General to investigate and prosecute domestically cases stemming from the 1994 Rwandan genocide. Before joining the U.S. Department of Justice Criminal Division, Mr. St. Hilaire served from October 1991 - May 1999 as a Trial Attorney in the Constitutional Torts Section of the U.S. Department of Justice Civil Division, where he represented the United States and its officials in lawsuits brought under the U.S. Constitution.

Pierre-Richard St. Hilaire graduated from the University of New York at Stony Brook with a BA in 1988 and received his law degree (with distinction) in 1991 from the University of New York at Buffalo School of Law, where he also taught legal research and writing.
